Good question. If he dropped out entirely, your question would still exist and the procedure would still need to be worked out I don't know how much money the DNC has on hand to share among a field. Biden could stop spending and await the outcome. But it's not about convincing voters as there won't be primaries. The votes will be by the delegates.
