Great exaggeration to make the point that the responsibility lies with the owner.

You cannot just blame a breed of dog. The problem is greater than that and the short-term solution of putting the animals down does not deal with the underlying issues. Why not put the dog handler down too? They are just as responsible for the death or damage to victims.
