I think I did not express my question clearly, perhaps because I relied on quoting a memo to God that I wrote almost two years ago. I know that there is no punishment, per se, so much as penance from which a soul should learn, which one could also deem punishment, for example, when a soul reincarnates to live a throw away life as a malignant narcissist. Yet my question did not go to that either. My understanding is there are levels in heaven and that after life review we, in consultation with our peers and signed off on by God, are assigned to a level. We can move up, down, or stay where we were before our last incarnation based on how we did in life.

My confusion is that since the soul has limited ability to control the vessel into which it incarnated, how is this process fair to the soul and all the life cycles it led before. As I type this I may have come up with a possible answer--the placement is not based on the life but upon the soul's reaction to the life review?
