In that vein, I shall respectfully disagree with your solution. The only thing more ridiculous than the existing clap system is how people attach so much meaning to the number of claps. I have come to value 1 clap as much as 50 because many 1 clappers are here just to read and those are the people writers need to reach. In that vein, the stats page lists fans. A fan is any person who clapped regardless of amount of claps.
As for a revised system, a couple of years ago I suggested this: "Make the scale 1–100, or 1–10. Make the rater anonymous unless they want to be identified. Each piece should have two scores à la Rotten Tomatoes. The average score from writers and the average score from readers. There should be a third score uniquely relative to the viewer — “rating by people you follow.” Lastly, people should have the option of receiving a notification whenever someone they follow gives a story certain ratings. All that would make the claps useful and informative.
