It's not so cut and dry. You are correct and not correct. Let's say we are a nuanced empire. We don't have or have not used the manpower to subjugate and often we respect the interdependent autonomy of our neighbors but at times we do act imperially and at other times we use our power correctly to maintain or attempt to maintain world order.
