No. A legal agreement requires consideration, not a disagreement. Settlement agreements arise out of disagreements. Most contracts do not. Consideration is a term of art in law. It doesn't necessarily involve money, though it often does. There is consideration supporting the existence of a contract when each side agrees to do something it is not otherwise obligated to do, or when they forego some right they have.
