5. If there is a shortage of workers in a particularly important field and an abundance in other fields, should the government be able to limit someone’s choices in terms of choosing a career? Should the government be the judge of whether or not someone should pursue a field of study if they do not show a history of aptitude for it, or should that remain a personal choice?
