Sounds like a combination between a retirement village and a kibbutz, and organized ownership-wise like a cooperative corporation, which is how many apartment buildings in NYC are set up. Technically one doesn't buy their apartment. One buys shares in the corporation that owns the building and pays "maintenance" (rent) to the corp sufficient to cover the building-wide/common expenses.
