You might want to rethink this sentence. I know you walk it back a bit in the next paragraph, but the fact is nominators have a quota for stories they can nominate and I'm sure they read many stories that qualify but simply can't be nominated because there are limits and they want to be extra choosey so they don't lose their contract and they should also be spreading their nominations across many writers.

There is no way Medium would want every story that fits the criteria to get boosted. It would dilute the effect of boosts if every story that qualifies were likely to get boosted. Writers should be encouraged to write boost-quality stories but should expect that it's unlikely to get boosted. Besides, that also lessens the chance of disappointment. I know that most of my stories of the past 12 months satisfy the big 5 criteria that you listed here. I've never been boosted. I know that many of my stories in the 3 years I've been here were good enough to be curated or CFFD. Yet, only one was. Such is life. I trust that people who can benefit from my work are seeing it and I'm also not shy about dropping links in comments when relevant to the discussion, as you know. Still, if I ever do get boosted, I'll be tickled pink.
